The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 28, 2026, at 10:30 AM at the Region Two/District Two Office in Dixon. The Phase I work may consist of conducting route surveys, land surveys, hydraulic surveys, hydraulic analyses, geometric studies, and preparing Project Reports anticipated to be Categorical Exclusions. This work may include data collection, development of alignment alternatives, cost estimates, ADA, traffic management analysis, crash analyses, Type, Size and Location (TS&L) drawings, bridge inspections, bridge condition reports (BCRs), structure plans, public involvement activities, environmental tasks, surveys, ROW documents and other related work and prepare exhibits necessary to produce the Project Report. The Phase II work, if required, may consist of conducting route surveys, land surveys, hydraulic analyses, geometric studies, and preparation of TS&L drawings, structure plans, roadway plans, and any other related work to complete final plans, special provisions, and estimates. The various proposed projects may consist of simple roadway patching and resurfacing, bridge repair, bridge rehabilitation, bridge replacement, roadway widening, and resurfacing, roadway reconstruction, and/or new roadway projects. The engineering sources required may consist of only a portion of the total engineering work on a certain project. Work orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
