At any time during the contract period, the consultant will be requested to submit a cost proposal to perform on-call services on a task-specific basis. Firms should be prepared to respond with appropriate technical staff on an as-needed basis within 48 hours of request. The services may include, but are not limited to: review of contract drawings and specifications; attendance at pre-construction meetings with contractors, Town engineers, and utility companies; approval of subcontractors, suppliers, materials, shop drawings, and similar items; providing construction layout services; scheduling material testing with QA/QC firms; providing a resident engineer and/or inspector for site inspection and certification; coordinating and overseeing material testing firms; maintaining daily inspectors' reports and material quantity records; monitoring construction schedule; verifying deliveries; reviewing concrete and asphalt yields; issuing notices to contractors; recording time and materials in disputes; tracking project schedules; resolving homeowner concerns; providing letters of recommendation for changes to quantities or project scope; maintaining record drawings and providing final stamped as-built drawings; advising on questions regarding interpretation of drawings and specifications during construction; preparing certified estimates of construction work performed monthly; collecting and maintaining copies of contractors' certified payroll records; reviewing and recommending contractor claims; negotiating change orders; providing final inspection, punch list generation, and letters of substantial completion; producing construction estimates for Requirements Contracts; miscellaneous construction administration and observation services; and any other consulting services requested by the Commissioner. Proposals must be organized as follows: Introductory statement; qualifications and appropriateness of proposed staff (including names, titles, resumes, project descriptions, and team hierarchy); and a billing rate schedule for all relevant employees with specified multipliers. Additional requirements include providing certified payrolls with payment claims if requested, being directly reimbursed for approved printing and miscellaneous items, proper staffing by licensed professionals as required, and maintaining specified insurance coverage during the agreement period. Fees for tasks and assignments will be negotiated by cost proposal and must follow the approved billing rates.
