Demolition, site work, paving and new construction of a bridge / tunnel in Rockford, Illinois. Conceptual plans call for site work for a bridge / tunnel; for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; and for paving for a bridge / tunnel.

The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 23, 2026, at 10:00 AM at the Region Two/District Two Office in Dixon. The project consists of the removal and replacement of the I-39 dual bridges over the Kishwaukee River. These existing twin bridges consist of five continuous spans, comprised of 156 single-cell precast, post-tensioned segmental concrete box segments. The superstructure has three interior spans of 250"-0" and two end spans of 170'-0". The existing roadway consists of two 12'-0" traffic lanes, an 8'-0"interior shoulder, and a 10'-0"exterior shoulder for an overall out-to-out width of 42'-0". It is anticipated the proposed structure will be widened to accommodate three 12'-0"traffic lanes with 12'-0"shoulders. However, the proposed structure design will be determined during the design portion of the Progressive Design-Build contract. The following structures are included in this project: S.N. 101-0133: I-39 over the Kishwaukee River S.N. 101-0134: I-39 over the Kishwaukee River Construction oversight services are required for construction inspection, supervision, documentation of pay quantities and related forms for record keeping, Construction & Materials Management System (CMMS) documentation, verification of construction layout including GPS work for layout and documentation, As-Built survey, submittal of pay estimates, change orders, on-site quality assurance material testing, off-site PCC and HMA testing, and night-time inspection as needed. The Consultant will be responsible for ensuring Contractors complete the work in accordance with the Progressive Design-Build Contract. The Consultant must provide sufficient staff to perform all engineering services required to complete the work The Prime firm must be prequalified in the following categories to be considered for this project: Special Services (Construction Inspection) Highways (Freeways) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
