The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 22, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase II Engineering services are required to develop contract plans (roadway, drainage, structure, ITS, electrical and other), specifications, estimates, and all other necessary work to complete improvements along Interstate 94 (I-94) (Bishop Ford Freeway) from Martin Luther King (MLK) Drive to the Little Calumet River. The scope includes installation of a new storm sewer system (an 84-inch on the west side and a combination of 48-inch to 60-inch on the east side of I-94); pavement patching and resurfacing of mainline and ramps; rehabilitation of mainline bridges and culverts; bridge deck overlays; bridge joint repairs and replacements; crack and joint sealing; and barrier wall repair and replacement. Additional work includes lighting, drainage improvements, traffic signal modifications, landscaping, signboard and sign structure replacements, Intelligent Transportation Systems (ITS) and surveillance equipment. Also, the services may be required for supplemental surveying and geotechnical services. Coordination with adjacent contracts will be required. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Structures (Highway: Advanced Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS) ILDOT - 08 - RFQ - Interstate 94 (I-94) (Bishop Ford Freeway) from Martin Luther King Drive (MLK Drive) to Little Calumet River, Phase II Project
