The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 4, 2026, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I/II engineering services are required to provide work associated with the reconstruction of IL 142 from Raleigh Rd. to US 45 in Eldorado. Reconstruction of IL 142 includes pavement replacement, curb & gutter, sidewalk, bicycle accommodations, entrance and sideroad improvements, storm sewer, traffic signals, and pavement markings. Phase I is expected to include the preparation of a Project Report (anticipated to be a categorical exclusion), a location/drainage study, environmental impacts and coordination, data collection, cost estimates, typical sections, and pickup surveys as needed. Phase II is expected to include preparation of contract plans, quantities, specifications, and cost estimates. Included will be roadway plans, typical sections, drainage plans, erosion control plans, pavement marking plans, traffic signal plans, pavement marking plans, cross sections, detailed staging plans and special details. Phase II will also include any ongoing environmental coordination as needed. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Special Studies (Location Drainage) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
