Construct a new energy center at the Garland VA Medical Center to replace the existing boiler plant and utility systems, which are outdated, noncompliant, and unable to meet future energy demands. The project includes construction of a new single-story, stand-alone high-rise building designed to house all heating, cooling, fuel oil, bulk oxygen, and electrical generation equipment and associated storage. The facility will be located in the northwest parking lot and connected to the main hospital through a walkable utility tunnel. The new energy center will support both the main hospital and the nearby VA-owned building at 900 Shiloh. A Central Utility Plant Study completed in March 2024, including conceptual pre-design, utility usage analysis, capacity requirements, proposed energy center location, and equipment design options, is provided along with utility as-builts. Additional attachments include a Design-Build Statement of Work and a Peer-to-Peer SOW outlining support activities for evaluating the performance of the Design-Build contractor. The procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside under NAICS 236220 with a size standard of $45 million and an estimated magnitude of construction between $50,000,000 and $100,000,000.
