This is a Sources Sought notice issued solely for market research purposes to assess interest, capabilities, and qualifications of small and large business firms for a potential two-phase design-build project under FAR 36.101-2. The project involves construction of a new, fully operational energy center to replace the existing outdated, noncompliant, and insufficient boiler and utility systems at the Garland VA Medical Center. The new energy center will be designed to support all existing hospital buildings as well as the VA-owned outpatient building at 900 Shiloh. The facility is planned as a single-story, stand-alone high-rise structure housing major mechanical, electrical, steam, chilled water, fuel oil, bulk oxygen, and standby power generation systems, along with a new walkable underground utility tunnel connecting the energy center to the main hospital. Background materials, including a Central Utility Plant Study and associated as-built documentation, are provided in draft form, and industry feedback is encouraged.
