The Massachusetts Department of Transportation Rail and Transit Division (MassDOT or Owner) is seeking Contractors to submit an electronic Bid for the Cape Main Culvert Replacement at MP 63.22. The project consists of work to remove and reconstruct one (1) railroad culvert crossing on the Cape Main as follows: o Removal and disposal of existing stone box culvert (approx. 36"x36") at MP 63.22; o Furnishing and installing 48" round Class V Reinforced Concrete Pipe (RCP) culvert with precast concrete wingwalls at MP 63.22; o Removing, resetting, surfacing and aligning track; o All other work associated with the Cape Main Culvert Replacement at MP 63.22 as described in the Project Description and Scope of Work sections of the bid documents The Project has an M/WBE participation goal of 7% for the work performed under this contract. Bidders must be prequalified in MBTA Class 1 - General Transit Construction (>$3,000,000 for Maximum Single Project Rating), and in MBTA Class 3 - Trackwork (>$3,000,000 for Maximum Single Project Rating), to bid on the above project then a subcontractor prequalified in MBTA Class 3 - Trackwork must perform the track work. The names of any proposed subcontractors to be used on the project must be submitted to the MassDOT Rail & Transit Division for approval. All Contractors and Subcontractors working on RAILROAD Right-of-Way must have an approved Drug and Alcohol testing plan in compliance with all statutes and regulations administered by the Federal Railroad Administration ("FRA") in implementing the required 49 CFR Part 219 Drug and Alcohol Program. Contractors are required to submit their approved Drug and Alcohol Testing Program along with their bids. Bidders must also insert where indicated in the bid form a list of at least three (3) rail projects that the bidder performed in the field (rather than managed) and completed within the last five (5) years, each with a project value of at least $3,000,000 and each with the following scope of work: complete track construction including jointed rail and turnout installation on active rail or adjacent to live rail. In addition, bidder is required to insert where indicated in the bid form the names of the skilled labor and supervisors that will work on this project. Any subcontractors used on this project are to be submitted to MassDOT for approval. Contractor questions concerning the Bid Package are due by 4:00 PM Wednesday, February 4, 2026. The apparent successful bidder will receive notification of their status on Friday, February 20, 2026, and pending approval by Owner, Contract Award / Notice to Proceed (NTP) would be anticipated by Friday, March 13, 2026. The MassDOT Cape Main Culvert Replacement at MP 63.22 must be substantially completed by Monday, April 27, 2026, and all work must be completed by Tuesday, June 30, 2026.
