The project consists of the following major construction items: implementation of temporary airfield safety measures necessary to support construction activities, obliteration of airfield markings, joint and crack repairs by routing and sealing, thermoplastic coal tar emulsion surface treatments, new taxilane centerline, aircraft tie-down, hangar lead-in, vehicle parking stall, and helicopter parking area markings, and seeding and mulching for staging areas and haul routes (where necessary). Instructions to bidders include: Each bidder must be GDOT pre-qualified to perform the described work. Bidders must request bidding and contract documents from RS&H. Bids must be sealed, marked with the bidder's name and address, and labeled appropriately. A bid bond, cash, cashier's check, or certified check amounting to 5% of the total proposal must accompany each bid. The successful bidder will be required to provide 100% performance and payment bonds. All bonds must be countersigned by a Georgia Resident Agent from an authorized surety company. Bids may be held for up to 120 calendar days for evaluation. Award will be based on the lowest aggregate sum proposal from responsive and responsible bidders and is contingent on available Federal Funding. All items must be bid. The owner reserves the right to reject any or all bids and to waive irregularities. The project is also subject to Disadvantaged Business Enterprise (DBE) requirements with a participation goal of 9.73%, as well as various federal provisions.
