Bowling Green Municipal Utilities (BGMU) is soliciting Statements of Qualifications from qualified engineering consulting firms to provide professional services for the expansion and upgrade of the BGMU Water Recovery Facility (WRF). The project will be delivered using a Construction Manager at Risk (CMAR) approach, with engineering services procured first through RFQ/RFP, followed by CMAR selection through a separate RFP process. The selected consultant will support the planning, design, and implementation of a phased expansion to increase the WRF's permitted treatment capacity while maintaining continuous facility operations. Proposals must be received at the designated location by the specified deadline. Any proposal received after the required time and date will be considered late and non-responsive and will not be evaluated for award. Faxed or emailed responses will not be evaluated. The proposal envelope must be marked with the appropriate RFB number and project title, placed inside another envelope or package to guard against premature opening, and clearly labeled with the bidder’s name and address. Bid documents can be obtained by emailing the specified contact and including the bid RFB in the subject line.
