Site work for a water / sewer project in Lebanon, New Hampshire. Completed plans call for site work for a water / sewer project.

The City of Lebanon reserves the right to reject any and all Bids and to waive any irregularity in Bidding. The successful Bidder will be required to furnish the necessary Bonds and Insurance Certificates. The City will award this project based on the City's discretion and may or may not include any or all bid alternatives. All work included in this bid is dependent upon the bid amounts and available funding. Actual quantities are subject to change and will be based upon actual field measurements taken during construction. This project involves the replacement of 48 resident side and 4 city side water service lines to improve system reliability and water quality. The replacement work is being conducted to comply with the EPA mandate requiring the removal and replacement of lead and galvanized service lines. The project includes providing cost estimates for both the private (residential) and public (city) portions of each service line. Each residence will require an estimated cost for the portion from the shutoff valve to the building, including connection to the existing plumbing. A licensed plumber must be subcontracted for this work. In addition, a separate estimate will be needed for the city side of each service line replacement. All work must comply with Build America, Buy America (BABA) requirements and the Davis-Bacon Act. The City is seeking qualified vendors experienced in utility and plumbing coordination for this federally funded project. The contractor will replace 48 existing residential side and 4 city side water service lines to comply with the EPA mandate requiring the replacement of all lead and galvanized service lines. The project aims to improve water quality, protect public health, and ensure compliance with federal requirements, including Build America, Buy America (BABA) and the Davis-Bacon Act. Question Submission Deadline:February 27, 2026, 12:00am Omissions, discrepancies, and questions must be submitted via the eProcurement Questions portal by the designated date and time on the timeline The contractor will be responsible for furnishing all labor, equipment, and materials necessary to complete the following tasks: Service Line Replacement: Remove and replace existing lead or galvanized water service lines from the city-owned shutoff valve (curb stop) to the water main (city side) and from the curb stop to the building (private side). Excavation and Restoration: Perform necessary excavation, backfill, compaction, and site restoration, including pavement, lawn, or landscaping disturbed during construction. Plumbing Work: Coordinate with and subcontract a licensed plumber to complete interior plumbing connections within each residence. Documentation: Record material types, service line lengths, and locations for both city and private sides to meet EPA inventory and reporting requirements. Prior to the start of Work, the Consultant shall provide Certificates of Insurance to the City showing policy coverage of all of the above types of insurance with the coverage and limits as indicated above and, thereafter, on an annual basis for the duration of this Agreement and also at the termination of the Agreement, as evidence that policies providing the required coverage, conditions and limits are in full force and effect for the required period of time. Such Certificates shall identify this Agreement and contain provisions that coverage will not be cancelled or materially altered until at least thirty (30) days prior written notice has been given to the City. The City, to include its officers, agents, and employees, shall be named as an additional insured on all insurance required under this Agreement except for Professional Liability and Workers' Compensation.
