Northwestern Lancaster County Authority is requesting bids for the construction of the WWTF UV Disinfection System Replacement. The project includes: Contract #1: Installation and removal of a temporary UV Disinfection system, including bypass pumping, demolition of existing UV disinfection system equipment, demolition of existing aluminum handrail, concrete repairs, installation of a new open-channel UV disinfection system (including channel and weir modifications as required), and installation of new aluminum handrail. Other related work as indicated in the contract documents. Contract #2: Disconnection of existing power, control, and communication cabling, installation and removal of temporary UV Disinfection system power, control, and communication conduit and cabling, and installation of power, control, and communication conduit and cabling to the new UV Disinfection system, including wiring terminations. Separate bids will be received for General Construction and Electrical Construction. Bid security in the form of a Certified Check or Bid Bond in an amount not less than 10% of the total bid is required. Performance and payment financial security, each in an amount equal to 100% of the contract price, as set forth in the Project Manual, and evidence of all required insurance must be furnished by the successful bidder at the time set forth in the Project Manual. Bidders must comply with all state antibid-rigging regulations, submit a non-collusion affidavit, and adhere to federal and state statutes, rules, and regulations concerning environmental pollution and preservation of public natural resources. All public work contractors and subcontractors must utilize the Federal Governments E-Verify system to ensure employee eligibility. A Public Works Employment Verification Form is required as a precondition for contract award. The contract is subject to OSHA and Pennsylvania Human Relations Act 222 conditions, and the Pennsylvania Prevailing Wage Act applies. The contract is also subject to the Steel Products Procurement Act. Bids are irrevocable for 60 days after the bid opening date. The Authority reserves the right to waive defects or reject any or all proposals. No pre-bid meeting will be held.
