Under the general supervision of the City Mayor or his designated representatives, Consultant shall provide as-needed professional airport planning and environmental services specific to Airports by Task Orders on an hourly basis [Environmental Services]. Environmental Services shall include, but are not limited to the following: o Airport land use planning. o Airport master planning. o Airport Layout Plan (ALP) development, updates, and narrative reports. o Airport Signage and Markings planning. o Federal Aviation Administration and State land use compliance planning. o Federal Aviation Regulation (FAR) Part 77 and Terminal Instrument Procedures (TERPS) Planning and compliance. o Assisting with land acquisitions and releases. o Creating documentation, reports, and studies related to National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) compliance, including but not limited to, agency coordination, biological assessments, surveys, and permits. o The investigation, rehabilitation, and management of plans related to habitats of flora, fauna, and other species. o The preparation of environmental reports, risk assessments, remedial action plans, site investigations, rehabilitation, and mitigation efforts. o Stormwater pollution prevention plan (SWPPP) and Spill Prevention control and Countermeasures plan (SPCC) compliance. o Wildlife hazard management and mitigation. o Hazardous materials management and plans. o Project feasibility studies. o Public information and community involvement surveys, studies, and activities. o Represent the City in discussions with regulatory agencies. o Aviation Planning Services as described in Section 1.4.1 of FAA Advisory Circular 150/5100-14E. o Other planning and environmental services related to airports as may be required by City.
