The program consists of intermittent removal and replacement of PCC sidewalk, PCC curb and gutter, and PCC alley pavement located throughout the city. The program may also include the installation of detectable warning panels, PCC or HMA driveway pavement, landscape restoration, and all incidental and collateral work necessary to complete the project as shown on the plans. All quantities will be used in determining the lowest responsible bidder. All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the city. Bid proposals are to be received in a sealed 9”x12” or 10”x13” envelope marked “Sealed Bid – 2026 Concrete Maintenance Program” and the name of the bidder. Bids must be accompanied by a bid deposit in the amount of 5% of the bid, in the form of a bid bond (IDOT form 12230 or equal), certified check, or cashier’s check drawn on a responsible bank doing business in the United States and payable to the City of West Chicago. The successful bidder must furnish a Performance Bond and a Labor-Mechanical Payment Bond, each in the amount of 100% of the bid amount. The City of West Chicago requires all contractors and subcontractors to be governed by the Illinois Prevailing Wage Act, with submission of waivers of lien and certified payroll required. Any bidder in doubt regarding the specifications may obtain clarification by submitting a written request to the Director of Public Works by the specified deadline. The City reserves the right to reject any and all bid proposals, to waive any informality, to re-advertise the proposed services, and to accept the proposal most advantageous to the City.
