Renovation of a mixed-use development in Spokane, Washington. Completed plans call for the renovation of a medical facility.
Contractor will provide all labor, materials, supplies, services, and equipment necessary to replace the exterior windows on Building 1 in full accordance with the Statement of Work and all associated specifications and drawings. All work must meet project requirements for construction within an active medical center environment and comply with all applicable standards referenced in the contract documents. The procurement is restricted to Service-Disabled Veteran-Owned Small Businesses, and all work must be performed as specified without deviation from the governing solicitation clauses and provisions. $5M to $10M Location: **Mann-Grandstaff VA Medical Center, 4815 N. Assembly Street, Spokane, WA 99205** Questions must be submitted by March 13, 2026 at 10:00 am PST to Kaycee.Benson@va.gov and Dennis.Einarson@va.gov. Any questions answered by other than an RFP amendment providing question and answer to all interested parties has no bearing on this RFP. The Contractor shall begin performance within 10 calendar days and complete it within 483 calendar days. Scope. In accordance with the Drawings and Specifications, this project will replace the existing pre-1990 exterior windows of Building 1 at Mann-Grandstaff VA Medical Center (MGVAMC). Building 1 is the main hospital building with nine (9) occupied floors (Basement - Eighth Floor), a mechanical penthouse (Ninth Floor) and an elevator machine room (Tenth Floor). Some of the Building 1 exterior windows have been replaced post-1990 and will not be addressed in this project. The contractor shall provide all supervision, labor, tools and materials, installation, Operation and Maintenance (O&M) documentation, and one-year warranty of materials and installation in addition to all other warranty requirements per the project specifications. 3.1. Contractor work includes asbestos and lead paint abatement. 3.2. Contractor shall do a field verification to ensure all equipment, parts and materials are identified and verify all the existing conditions. 3.3. The materials to be installed shall be new and installed per Manufacturer's Installation instructions. 3.4. With execution of the Contract, and approval of the submittals the Contractor is authorized to procure materials immediately thereafter. 3.5. The existing windows and associated components of end item, once removed, becomes the property of the Contractor. 3.6. Construction debris and hazardous materials must be removed and disposed of in accordance with the Department of Veteran Affairs Infection Control Procedures, Federal and State Environmental Protection Procedures, and the published construction waste management policy for contractor work on a VA Campus. Contractor is responsible for initiating and facilitating any applicable rebates or incentives on the VA's behalf with the local utility company or any other program where rebates or incentives are available. 3.7. This work shall be phased to reduce and mitigate disruption to hospital operations *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
