Demolition and site work for a municipal facility in Conroe, Texas. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The City of Conroe is seeking qualified and experienced contractors to provide all labor, equipment, materials, permits, and services necessary to safely and compliantly demolish an existing City-owned building. The selected contractor is responsible for performing all required pre-demolition assessments, removing hazardous materials according to Texas state regulations, completing the full structural demolition, hauling and disposing of debris, and restoring the site to a clean, stable condition for future municipal use. Proposals should demonstrate technical capability, regulatory compliance, competitive pricing, and a strong performance record on public-sector demolition projects. As-built drawings for the existing building are not available on-site. Question Deadline February 24, 2026, at 2:00 pm. Question Submission electronically. Pre-Demolition Requirements Site Inspection & Documentation o Conduct a full site walkthrough with City representatives. o Document existing conditions, utilities, hazards, and site access points. o Provide pre-demolition photos and/or video. Asbestos and Hazardous Material Compliance (City has report on file/No Asbestos on site). o Contractor shall submit all TCEQ notifications, including the 10-Day Demolition Notification (if applicable) o Identify, remove, and dispose of universal wastes (bulbs, ballasts, batteries, refrigerants) per Texas rules. Permits and Notifications o Obtain all required City of Conroe demolition permits. o Submit TCEQ notifications per 30 TAC 296.191 (if applicable) o Provide the City with copies of all permits and approval documents. Utility Disconnections o Verify full disconnection of: o Electric o Gas o Water and sewer o Telecommunications o Provide written verification from each utility confirming proper disconnection and capping. Site Preparation o Install site fencing, barricades, signage, and safety controls. o Establish truck routes and staging areas as approved by the City. o Deploy erosion-control measures if required by TPDES regulations. Demolition Activities Structure Demolition o Perform mechanical demolition using appropriate equipment (excavators, loaders, etc.). o Remove all above-grade and below-grade components, including: o Walls, roofs, floors o Slabs, foundations, footings (if included) o Ramps, docks, porches, canopies o Mechanical, electrical, and plumbing equipment o Maintain dust suppression throughout operations. Environmental Controls o Maintain air-quality compliance with TCEQ and NESHAP regulations. o Control dust using water spray or other approved methods. o Manage stormwater and prevent offsite sediment transport. Material Handling and Recycling o Sort salvageable materials (metal, concrete, brick, etc.) where practical. o Recycle materials in accordance with City preferences and Texas disposal regulations. Debris Removal and Disposal Haul-Off Requirements o Remove all demolition debris from the site. o Transport materials to a Texas-approved Type I or Type IV landfill. o Contractor shall comply with all transportation laws and weight limits. Documentation o Provide landfill weight tickets, manifests, and recycling receipts. o Maintain documentation for hazardous waste disposal as required by TCEQ. Site Restoration/Grading and Stabilization o Backfill voids with clean, compacted material. o Rough grade the site to a smooth, safe, and stable condition. o Install temporary stabilization (seed/mulch) if required to prevent erosion. Final Cleanup o Remove all equipment, barriers, fencing, and temporary installations. o Ensure the site is free of debris, trash, concrete pieces, or sharp objects. o Conduct a walkthrough and obtain City approval. Project Closeout o Submit all documentation including: o Final inspection verification o Weight tickets and disposal manifests o Asbestos abatement certifications o Photographs of restored site o Deliver final invoice with itemized costs per bid schedule. o Address any punch-list items issued by the City. Contractor Responsibilities o Comply with OSHA 29 CFR 1926. o Maintain a safe and clean worksite with appropriate PPE. o Ensure all workers are trained and certified for equipment used. o Keep the site secured at all times. Protect adjacent streets, sidewalks, utilities, and property.
