Sealed Proposals are invited for a Building Construction Requirements Contract for General Construction at various locations in Nassau County, New York. The Contractor will be on-call to the County for a range of General Construction projects and in response to emergency repairs at various County facilities and buildings. Bidders must base their bids on a Notice to Proceed to be issued in the third quarter of 2026. The contract requires participation in registered and approved apprenticeship training programs appropriate for the type and scope of work to be performed. These programs should be registered with and approved by the New York State Commissioner of Labor. The contract is also subject to Nassau County Local Laws regarding Participation by Minority Group Members and Women in Nassau County Contracts, Participation of Service-Disabled Veterans in County Contracts, and participation in apprenticeship training programs unless requirements are otherwise specified in the bidding instructions. Instructions to bidders include: - All questions regarding the contract must be submitted via email by the deadline provided, and no oral interpretations of the documents will be made. - Bidders must include all required documents demonstrating compliance with apprenticeship requirements as part of their bid. - Contract documents may be examined at the Permit Office and are available for purchase for a non-refundable fee. Only bid documents purchased in this manner will be accepted. - Vendors must register with the County to submit a bid. - Subcontractor lists must be submitted as required by law, and all subcontractors must be approved in writing before performing any work. - All vendors must submit a MWBE Utilization Plan with their proposal, and the County aims for 15% MWBE and 2% SDVOB participation. - All vendors must submit a completed affirmation of understanding and agreement pursuant to State Finance law 139-j(3) and 139-j(6)(b). - No contractor may submit a bid for public work in New York State unless registered with the NYS Department of Labor. Security for the bid must be presented with the bid or the bid will be deemed non-responsive.
