Provide all labor, materials, equipment, and supervision necessary to perform the Thomas Fire Disaster Road Repairs 2025 project at Los Padres National Forest, California, in accordance with the requirements of this combined synopsis/solicitation issued under FAR Part 12. Work shall be completed in full compliance with the applicable provisions, clauses, instructions, and evaluation criteria referenced in Attachment 1 - Solicitation Terms and Conditions. This acquisition is a total small business set-aside under NAICS 237310 for highway, street, and bridge construction, with an organized site visit scheduled to support accurate quoting. PROJECT LOCATION The project locations are in Santa Barbara County and Ventura County (see vicinity maps) The terrain varies and can be relatively flat in areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compacted and rocky. A general vicinity map is included with this solicitation. Los Padres National Forest maps are also available to assist in locating the individual roads and can be purchased at the Santa Lucia Ranger District Office. The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The Santa Barbara RD office is located at: 3505 Paradise Rd, Santa Barbara, CA 93105, CA 93454. The Ojai RD office is located at 1190 E Ojai Ave, Ojai, CA 93023 PERIOD OF PERFORMANCE Projected start date: Spring 2026. Time for completion: 120 calendar days from the issuance of the "Notice to Proceed".
