CR#: 2131389 2026 Transfer Switch Repair Project at Westfall Campus in Monroe County OPWDD's Contract Management Unit for Finger Lakes DDSOO is soliciting sealed bids from responsible and qualified contractors to complete a Transfer Switch Repair Project at Westfall Campus in Monroe County. The Scope of Work includes, but is not limited to, providing an up-to-date, compatible Programmable Logic Controller (PLC) and Human Machine Interface (HMI) components to repair the generator tie-in switchgear. Official Responses to Questions By 17 March 2026 The Office for People With Developmental Disabilities Finger Lakes DDSOO, hereinafter "OPWDD", seeks a Contractor to provide up-to-date, compatible Programmable Logic Controller (PLC) and Human Machine Interface (HMI) components to repair the generator tie-in switchgear at Westfall Campus located at 620 Westfall Road, Rochester, NY 14620. The OPWDD Westfall Campus has an existing generator and automatic transfer switch to provide power to the associated buildings during a loss of main power. The Eaton automatic transfer switch is not functional and requires a compatible replacement PLC and HMI, along with associated programming, testing, and troubleshooting to restore full functionality of the automatic transfer switch. Work is to be completed within ninety (90) days of Contract Approval. Any delay in ability to complete services within ninety (90) days due to weather or any other reason must be agreed upon by OPWDD and Contractor Scope of work includes, but is not necessarily limited to the following: 1. Designing and engineering of repairs to the PLC system, including management of applicable staff. 2. Coordination with OPWDD staff for energizing/deenergizing switchgear as necessary to perform work. 3. Removal and disposal of existing PLC and HMI hardware. 4. Installation of Schneider Modicon M580 hot standby PLC system including 15" HMI. This specific PLC is required to maintain compatibility with the existing switchgear. 5. Programming of new PLC including new system graphics on HMI platform. 6. System testing and troubleshooting as necessary demonstrating functionality of automatic switchgear. 7. Training of OPWDD staff (2 hours). 8. Contractor will be responsible for all on-site safety including any necessary arc-flash calculations. General Requirements 1. Proposal will include all materials, labor, disposal of materials fees, and site clean-up. Final acceptance of completed job will be provided by the appropriate Maintenance Supervisor. 2. Work schedule is to be coordinated with the Work Control Plant Superintendent or designee. 3. Work is to be done between the hours of 8am and 4pm, Monday through Friday. Contractor is advised that this is an occupied facility and may be occupied during these times. The work as indicated above will be scheduled as not to interfere with other functions of the campus. 4. Once the project has begun, it is to be worked on continuously until completed. If there are any delays, even if due to inclement weather, Work Control MUST be contacted. 5. All tools must always be controlled, and debris, tools, and materials secured and stored at the end of each workday. Any ladders, scaffolding, or lifts used in conjunction with this job are to be stored to the satisfaction of the Maintenance Supervisor or designee at the end of the day. 6. Any unforeseen conditions that may alter the established price are to be reported to the Plant Superintendent or designee, at (585) 445-4192, immediately upon discovery. 7. Contractor will cooperate with site managers and staff. Contractor will comply with safety and security requirements imposed by the site. Contractor will adhere to all policies and regulations of OPWDD, including but not limited to smoking, parking, etc. Contractor is to adhere to local/state noise control ordinances/laws. OPWDD's agency MWBE goals are: an overall goal of 30 percent for MWBE participation, 17 percent for New York State-certified minority-owned businessenterprise ("MBE") participation and 13 percent for New York State-certified women-owned business enterprise ("WBE") participation (collectively, "MWBE Contract Goals"). For purposes of this Contract, OPWDD hereby establishes an overall goal of zero (0) percent for MWBE participation, zero (0) percent for New York State-certified minority- owned business enterprise ("MBE")participation andzero (0)percentfor NewYork State- certified women-owned business enterprise ("WBE") participation (collectively, "MWBE Contract Goals") based on the current availability of MBEs and WBEs.
