The Bay County Board of County Commissioners, in coordination with the Bay County Constitutional Officers and several cities, seeks proposals from qualified vendors for monitoring disaster debris collection and disposal operations. Selected vendors will assist in ensuring compliance with Federal requirements and the County debris management plan, including contractor oversight, truck measurements, load ticket preparation and issuance, report preparation, and project administration. Vendors will provide personnel to monitor at least five debris loading sites and up to ten staff to monitor disaster debris management/disposal sites in Bay County, Florida. Each site will operate approximately 12 to 14 hours per day, seven days per week, with the specific number and locations of sites to be determined by the County. The contractor’s on-site Project Manager will assign a field supervisor to oversee up to 10 loading site and tower/site debris monitors. The contractor will provide management, supervision, labor, transportation, and equipment necessary to initiate load tickets at debris loading sites, estimate debris volumes delivered to disposal sites, and support on-site supervisory and clerical operations. Proposers for this contract cannot be employed by or affiliated with any firm submitting proposals for Disaster Debris Removal and Disposal Services or Disaster Recovery Consultant Services. Compliance with FEMA Public Assistance Program, Florida Department of Emergency Management guidelines, and Federal Regulations Contract Requirements is required. Instructions to bidders include: - Proposals may be submitted electronically or as sealed paper copies. - Paper proposals must be enclosed in a sealed envelope with the project title, respondent name, and opening date. - Proposals must be valid for 180 days from the opening date. - No conditions or alterations are allowed on the Proposal Form. - All questions should be submitted in writing to the Purchasing Department, and any addenda must be acknowledged. - The County Purchasing Department is the sole point of contact for this RFP. - Proposers must have experience with FEMA, FDEM, and other applicable federal, state, and local programs.
