Site work and paving for a mixed-use development in Cedar Grove, West Virginia. Conceptual plans call for site work for a sidewalk / parking lot; and road / highway.

The selected firm(s) will provide comprehensive professional services, including inventory and assessment of existing roadway, sidewalk, and drainage conditions within the Cedar Grove street network; development of 100% complete engineering design plans for full roadway and sidewalk reconstruction, including widening and expansion where feasible; preparation of construction-ready drawings, specifications, and cost estimates suitable for future funding applications; identification and prioritization of street and sidewalk segments to support phased implementation; design solutions for stormwater management, drainage improvements, and erosion control; incorporation of complete streets principles, pedestrian safety, ADA accessibility, and context-sensitive design; and coordination with stakeholders as needed. Environmental review services will include conducting reviews in compliance with federal and state requirements, preparing environmental documentation as needed, identifying constraints and recommended mitigation, and coordinating with resource agencies. Maintenance planning services will include developing a roadway and sidewalk maintenance and preservation plan, identifying best practices, making recommendations tailored to the Town's financial and staffing constraints, and providing guidance on preventative maintenance strategies to extend infrastructure life and reduce costs. Statements of Qualifications (SOQs) should be concise and include: cover letter; firm qualifications and experience; project team and key personnel; relevant project examples; approach and understanding; and at least three professional references.
