Professional services are sought to establish a pavement management framework and conduct a pavement condition survey for the Town's entire roadway network. Scope of work includes: reviewing the Town's roadway inventory, functional classifications, and maintenance practices; identifying industry best practices for small municipalities and rural roadway systems; recommending an appropriate Pavement Management Index (PMI) or similar condition rating methodology; developing a framework for ongoing pavement condition evaluation including survey frequency, data collection methods, and reporting formats; providing guidance on staffing, software, and resource needs that align with the Town’s budget; conducting a full inventory and data collection of the Town’s paved public streets; assigning pavement condition ratings; documenting pavement distresses and maintenance needs; preparing summary reports and maps showing pavement condition; identifying priority maintenance and rehabilitation needs; and delivering data in formats suitable for municipal and MPO planning and asset management. Deliverables may include a pavement management framework and best-practices memorandum, roadway inventory and condition dataset, condition maps and summary tables, initial PMI ratings, and recommendations for future surveys and program continuation. Bidders should demonstrate experience with pavement management systems, condition surveys, federal transportation project requirements, and work with small or rural municipalities. Submissions must include a cover letter, firm qualifications, project team, relevant project examples, approach and understanding, and references. Statements of Qualifications are evaluated based on relevant experience, qualifications of key personnel, understanding of project goals and approach, experience with federal transportation projects, and past performance and references. All services and contracts must comply with federal requirements, including FHWA and USDOT regulations, DBE requirements, ADA, and Buy America provisions as applicable.
