Site work and new construction of a civil project in Celina, Texas. Completed plans call for site work for a water / sewer project; and for the construction of a water / sewer project.

The construction project includes: The Project consists of the construction of City of Celina's Downtown WRF Improvements include a headworks facility including influent screening with screenings transport and processing facilities, together with grit removal with grit pumping and grit processing facilities, an influent pumping facility, aeration basin splitter box, influent flow meters, aeration basin facilities with aeration blower facilities, mixed liquor splitter facilities, secondary clarification, and return activated sludge (RAS) and/was waste activated sludge (WAS) pumping facility. Tertiary filtration facilities are followed by ultraviolet (UV) disinfection facilities with an effluent metering facility. Installs additional UV disinfection trains and associated appurtenances in existing UV channels and installs new control appurtenances. An electrical distribution with adjoining office/laboratory facilities is provided together with a standby power generator unit. Sludge transfer pumps direct solids from the existing sludge holding tanks to a sludge dewatering facility that uses belt press technology. Chemical facilities, odor control facilities and an administration facility are project elements. The project includes an associated array of piping enhancements, site development enhancements, drainage improvements and civil/yard enhancements, install power supply from electric utility, interconnect with City's potable water network, together with electrical, instrumentation, and control enhancements to develop a complete and functional facility capable of treating 3.0 MGD permitted design flow. Budget Estimate: $55.6 Million The City strongly requests that bidders submit responses electronically. Question Deadline 05/19/2026 at 12:00 PM CT Work covered by Contract Documents: The completed Work will provide Owner with various wastewater treatment plant improvements. More specifically, the Project includes, but is not limited to, construction of the following: 1. Site a. Provides final paving and grading package. b. Provides excavation and engineered fills associated with the treatment facilities. c. Provides utility pipe services. 2. Headworks a. Demolish existing headworks. b. Delivers a new headworks complete with screening facilities. c. Delivers new screenings washing, compacting and loading facilities d. Delivers new grit removal complete with vortex grit chamber, grit pump, and grit classifier. 3. Influent Pump Station a. Demolish existing influent pump station. b. Delivers a new pump station with submersible pumps. c. Delivers new screenings washing, compacting, and loading facilities. 4. Foul Air Facility a. Delivers a new foul air facility servicing the headworks, vortex grit chamber, and new dewatering building. 5. Aeration Basin Splitter Box a. Installs new splitter box to split flow between the existing aeration basins and new aeration basins. 6. Aeration Basins a. Installs a new anoxic basin to combine return activated sludge and raw wastewater and provides flow split between the aeration basins. b. Installs a new aeration basin with fine bubble diffusion. c. Provides flow openings and isolation gates. 7. Aeration Blower Facility a. Delivers a new blower facility. b. Connects the aeration blower facility with air distribution piping to the new aeration basins and interconnects to the existing aeration basin blower facility. 8. Secondary Clarifier Splitter Box a. Installs new splitter box attached to the effluent channel of the new aeration basins to split flow to the new secondary clarifiers. 9. Final Clarifiers with Mixed Liquor Splitter Structure a. Installs a new final clarifier complex complete with two (2) final clarifiers, each with a centralized scum pumping facility. b. Installs a new mixed liquor splitter structure. 10. Secondary Solids Pumping Facilities a. Installs a configured secondary solids pump station (both RAS and WAS). b. Installs flow measurement and control for RAS and WAS. 11. Tertiary Filters a. Installs new tertiary filters together with backwash pumps and piping b. Provides connection to existing UV Disinfection structure. 12. UV Disinfection and Effluent Metering Facilities a. Installs additional UV disinfection trains and associated appurtenances in existing channels. b. Replaces existing UVT monitoring equipment with new UVT monitoring equipment. 13. Sludge Blowers a. Removes existing blowers located on top of the existing sludge storage (repurposed SBR basins) with new blowers located at grade. 14. Chemical Feed Facility a. Installs new chemical feed building with metering feed skids to feed Alum to various process systems. b. Installs new Alum storage tanks and piping to the feed skids. 15. Process Piping a. Installs process piping that interconnects the existing raw water collection system to the new headworks. b. Installs piping that interconnects the influent pump station to the aeration basin splitter box. c. Installs process piping that interconnects the aeration basin splitter box to the existing aeration basins. d. Installs process piping that interconnects the aeration basin splitter box to the new aeration basins. e. Installs process piping that interconnects the aeration basins/secondary clarifier splitter box with the final clarifiers. f. Installs process piping that interconnects the RAS/WAS Pump Station and Secondary Scum Pump Stations with the final clarifiers and other treatment processes. g. Installs process piping that interconnects the final clarifiers with the tertiary filters. h. Installs process piping that interconnects the tertiary filters to the existing UV disinfection structure. i. Installs air distribution piping from the new sludge blowers to the existing sludge storage facility. j. Installs Alum feed piping to various process facilities. k. Extends plant water distribution piping throughout the plant. l. Extends plant drain piping and improvements throughout the plant. m. Installs other process piping throughout the plant. 16. Dewatering Facilities a. Demolish existing sludge drying beds. b. Installs sludge pumps and appurtenances at the dewatering facility. c. Delivers a dewatering facility expansion with a dewatering press, polymer facilities, sludge conveyance, and associated appurtenances. 17. Administration Facility a. Perform and report an asbestos materials assessment for the existing administration facility's roofing. b. Demolish existing administration facility. c. Provides new administration facility with office, controls room, breakroom, lab, restrooms, mechanical room, and associated appurtenances. 18. Miscellaneous Plant Additions a. Existing Aeration Basins 1) Provides influent piping upgrades. 2) Provides new anoxic mixer. 3) Provides canopy over existing aeration blowers. 4) Provides lighting improvements at the anoxic zone. b. Existing Sludge Storage (repurposed SBRs) 1) Removes existing stairs and installs new stairs at new location. 19. SCADA a. Delivers an upgraded SCADA network for the enhanced treatment facilities.
