Pottawattamie Conservation and Pottawattamie County (collectively, the County), in coordination with the Pottawattamie County Trails Association (PCTA), is soliciting qualifications and proposals from qualified consulting firms to provide surveying, preliminary and final engineering design, and construction-ready plans for a segment of the Pottawattamie County Railroad Highway multi-use trail (the Trail). This Engineering Request for Proposal (RFP) would extend the Trail along Railroad Highway approximately 4.2 miles, generally between the unincorporated town of Weston, IA and the City of Underwood, IA (the Project). More specifically, the Project termini occur between the intersection of Railroad Highway and Idlewood Road (south terminus) and the intersection of Railroad Highway and Magnolia Road (north terminus). The Project Location Map displays the approximate Project corridor and termini. Similar to previous segments of Trail, the Project would construct a 10-foot-wide portland cement concrete path. While the County maintains a broader long-range vision for regional trail connectivity, this Engineering RFP is intentionally scoped to a fundable and constructible segment. The County desires that the Project schedule allows for Iowa DOT-compliant construction bid-letting by January 2027 and construction of the Project starting in the spring of 2027. All submitted rfps should include at minimum, but may not be limited to, the following services and their associated costs: Proposed design schedule with identified milestones and costs. Coordination and communication plan for the duration of the contract. Preliminary and final civil and structural engineering designs required for approval by the county and shall conform to aashto and iowa dot standards. Compliance with local, state, and/or federal funding requirements as outlined in funding agreements. Appropriate topographical and boundary surveys required for proper design and construction. Geotechnical investigations and soil borings. All necessary coordination, and construction and environmental surveys, documentation, and permits required for local, state, and federal regulatory compliance and approvals. Hydraulic and hydrologic analyses. Trail, bridge, and culvert design. Utility coordination. Detailed opinion of probable cost. Construction staging plan. Coordinate and execute project construction bidding and bid letting (letting for project construction may occur through the iowa dot). Review bids and provide a recommendation on the preferred construction bid for selection by the county. List of deliverables with approximate timelines. Design assistance during construction. At this time, it is not anticipated that the following services would be required but may be requested as needed: easement or land acquisition services, public involvement. The method of Contractor Selection has not been Determined at this time. Request for Proposal for design services is underway. Questions before and after the meeting should be submitted to a shared document that will be made available to all interested parties. Proposal approval will occur at a future regularly scheduled Pottawattamie County Conservation Board monthly meeting. Approval is tentatively scheduled for March 10, 2026. The County reserves the right to accept or reject any proposal for any reason. All qualifications being equal, the County will favor RFPs in this order: from Pottawattamie County, then from Iowa, then from elsewhere.
