Site work and new construction of a municipal facility in Saanichton, British Columbia. Completed plans call for the construction of a 55,080-square-foot, three-story above grade municipal facility; and for site work for a municipal facility.

The District of Central Saanich is requesting proposals for construction management firms for services and construction of a new civic facility on Hovey Road. The three-storey building, designed by HCMA, will house Central Saanich’s municipal hall, police station, fire station 2 and a recreation centre financed by the Capital Regional District and operated by the Peninsula Recreation Commission. Proposals should demonstrate your firm’s desire, relevant expertise and experience, capability, resources, innovative approach and value-add to provide these Services to the District. The goal of the Project is to deliver a high-quality civic facility that is climate resilient and universally accessible. The following goals and objectives reflect the core principles established through Council direction and community engagement. High-Quality Civic Facility: Creating a facility that is welcoming that enables community-building. Seismic: Meets or exceeds BC Building Code 2024 Post-Disaster: Whole building to meet post-disaster requirements as set out in BCBC 2024 Accessible: Ensuring access to the facility and all its parts. Secure: Ensuring areas requiring advanced security are appropriately secure. Efficient & Sustainable: Reducing energy usage and minimizing the carbon footprint of the new facility. Inclusive: Creating a facility that caters to the needs of a range of different users. This project is a key municipal infrastructure priority and is anticipated to achieve the following target outcomes, subject to refinement through ongoing design development and Council direction: Total project budget including hard and soft cost is $62.6 Million (excluding recreation, noted below). Completion: Fall 2028 Building size: 3 Stories with approximately 5100 square meters Features: Municipal Hall - Common work counter for public interactions with flexible shared work space and staff support areas for collaborative working arrangement for all departments on one level. Council chamber, with associated rooms on top floor. Police Station - Replacement police station including holding cells and secure vehicle storage in below grade parkade. Two storey facility above grade for police and civilian staff that includes reception, meeting rooms, office space, training room, lockers and washrooms. Fire Hall #2 - Three bay, two crew firehall including associated technical support spaces.
