Design-Build Services to Construct the New Cedar Valley Parking Garage. The City of Winchester will accept sealed proposals from design-build teams for this project. Proposals must be submitted online via the OpenGov e-Procurement Portal. The right is reserved to revise or amend the specifications, and the opening date may be postponed if necessary. Such revisions and amendments will be announced by written Addenda to the specifications. Should an offeror find discrepancies in or omissions from the specification or request for proposal, he/she shall use the Question and Answer ("Q&A") tab on the Portal to submit all inquiries before 5:00 pm on Thursday, February 26, 2026 The City, founded in 1744, is the oldest Virginia City west of the Blue Ridge Mountains. Located at the northern entrance to the Shenandoah Valley, the City is the medical, commercial, governmental and financial center for the surrounding area, and is the City seat of Frederick County. The City encompasses 9.3 square miles and is located at the crossroads of U.S. Highways 11, 17, 50, 522, Interstate 81 and State Route 7. Interstate 66, terminating 11 miles south of the City at Interstate 81, provides a third transportation artery to Washington, D.C., 72 miles to the southeast. The City's population is currently estimated at slightly over 29,000. Purpose: The City of Winchester is soliciting proposals from qualified contractors to design and construct a new parking garage in the Cedar Valley Neighborhood Design District. This Request for Proposal (RFP), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA). The scope of work for this project will include, but are not limited to, the following: A. Preparation of design drawing for a new parking garage to be located in the Cedar Valley Neighborhood Design District for review and approval by the City. B. Construction of the new parking garage. C. Site work immediately adjacent to the new garage. The following are the current details and goals for the proposed project: A. The new garage will be a multi-story structure located adjacent to the future Publix grocery store and other mixed-use structures that will be constructed in the Cedar Valley Development (Wards Plaza redevelopment) project adjacent to Valley Avenue and Weems Lane. See attachment A that shows the site plan for the development. B. There will be a guaranteed maximum price for the complete project of $12 million. This will be inclusive of design, construction of the garage, and site work. C. The goal is to construct as many parking spaces as possible in the garage within the budget established. The minimum number of parking spaces desired will be 450. D. The appearance of the exterior of the new garage will need to complement the adjacent buildings being constructed in the development. E. There will be an elevated, physical pedestrian connection between the new garage and an adjacent residential building being constructed in the development. F. The new garage will be fully ADA accessible and include an elevator. G. There will be an automated entry and exit system for the garage that includes a payment system. H. There will be electric vehicle charging stations in the garage. I. Time is of the essence, and the new garage should be completed no later than the end of April 2027. J. There will be a single contract for the entire project, inclusive of both design and construction, executed by the City and the Prime Contractor. Shortlist Confirm
