The project includes trenchless replacement of lead service lines with new water services at specified locations. New service lines will include reconnection to the water main, installation of a B-Box (shut-off valve), and connection to the customer's meter. The project also encompasses sidewalk and/or hot mix asphalt removal and replacement, landscaping and seeding restoration, and distribution of pitcher filters. Work must be constructed in accordance with the project bid documents and will require the services of a third-party licensed plumber for inspection. Bidders must submit offers in a separate, sealed envelope clearly marked for the project. Offers may be modified or withdrawn before opening but may not be withdrawn for ninety days after the bid date without consent. Bidders are required to comply with various federal and state regulations, including the Davis-Bacon Act, Illinois Works Jobs Program Act, and Build America, Buy America Act. Additional requirements include affirmative efforts regarding disadvantaged business enterprises and compliance with Executive Order No. 11246. The Village reserves the right to reject any or all bids, waive irregularities, and award the contract as deemed in its best interests.
