Statements of qualifications and proposals are requested from Engineering firms with a strong record in assisting local governments with the preliminary report, final design, and construction administration of Federally Assisted Projects. Responding firms should be qualified to provide a Preliminary Engineering Report (PER), NPDES Services (if applicable), design, and construction administration services for projects utilizing federal funds. The intent is to contract within a year with a reputable firm for engineering services related to community and economic development, covering possible projects such as Community Development Block Grant (CDBG), Redevelopment Fund Projects, Georgia Environmental Finance Authority (GEFA) Projects, Employment Incentive Program, Economic Development Administrations (EDA) Projects, Southeast Crescent Regional Commission Projects, United States Department of Agriculture (USDA) Projects, and other federally funded projects in compliance with 2 CFR 200. The procurement may also lead to contracts or addendums for planning, administrative, and other related services for state and federally funded projects. Immediate plans call for services to assist with preparation and administration of a FY2026 CDBG Project. All submitted firms may be considered for future opportunities over the next 2-3 years. Information to be submitted for evaluation includes: history of firm and resources, federal funds engineering experience, key personnel/qualifications, current workload, scope and level of service proposed, experience with similar projects and references, fees and/or percentages for PER and design/construction management services, errors and omissions insurance, Statement of Qualifications Form, and Section 3 Certification Form (if applicable). All contracts are subject to federal and state contract provisions as prescribed by the Georgia Department of Community Affairs and other agencies. Section 3 of the HUD Act of 1968 applies, and Section 3 Business Concerns are encouraged to apply. The City of Swainsboro abides by all relevant civil rights and accessibility laws as they pertain to HUD Assisted Projects.
