The City is seeking professional consulting services for the development of a Safe Streets and Roads for All (SS4A) Safety Action Plan. The selected firm will assist in identifying hazards, planning and designing strategies and countermeasures to improve safety and reduce traffic-related fatalities and serious injuries on all roadways within the community. The plan will focus on ensuring effective implementation of recommended strategies, particularly addressing the needs of disadvantaged areas, and will serve as the foundation for future safety projects including infrastructure improvements, policy changes, and investment strategies. Scope of work includes: - Gather and analyze traffic and crash data. - Develop materials to communicate project goals and progress to the public. - Participate in community and stakeholder engagement activities with input from residents, businesses, advocacy groups, and key transportation partners. - Develop a Pedestrian Safety Study with strategies to reduce fatalities and serious injuries. - Perform intersection-focused Roadway Safety Audits at crash hotspots. - Identify high-risk areas and prioritize interventions. - Prepare an inventory of sidewalks, bike lanes, and shared-use paths, and identify connectivity gaps. - Propose safety improvements and countermeasures. - Participate in the development of a Comprehensive Safety Action Plan in compliance with federal requirements, including the Safe System Approach. The consultant will work in close coordination with City staff and designated providers on roadway safety and technical matters necessary to develop an Action Plan which prioritizes areas where construction is needed to immediately reduce risk. Instructions to bidders: - Provide a statement of interest and explain the project team's qualifications for the proposed scope of work. - Provide the Project Manager's experience on similar projects. The Project Manager must be employed by the prime firm and be licensed as a professional engineer in Texas at the time of submittal. - Provide the project team's organization structure, define roles, identify reporting responsibilities and describe how the firm will interface with City staff and designated providers. Confirm that staff proposed are available for the work. - Provide the prime firm’s history and success with similar projects, listing no more than five projects completed within the past ten years. - Demonstrate the project team's understanding of project issues and their approach to the project. - Submit both one electronic and one hard copy of the response prior to the specified deadline. - All applications will be screened and may be invited for interview. The City reserves the right to negotiate fees with the most qualified firm before contract award.
