Martin County, Florida invites sealed proposals from firms shortlisted under RFQ2026-3734: Public-Private Partnership (P3) for a Public Facility to participate in Step 2 of a two-step Public Private Partnership (P3) procurement process for the development of a new County facility on County-owned property. This Request for Proposals (RFP) constitutes Step 2 of the procurement process and is not open to the general public. Only firms formally shortlisted by the County through RFQ2026-3734 are eligible to submit a proposal: Civic Six Partners, LLC Florida Development Solutions, LLC. The County intends to select a private sector partner capable of delivering a comprehensive P3 solution that provides long term value, operational efficiency, and innovation while meeting County needs.
