Church Street Phase I Roadway Improvements includes requirements for respondents to submit sealed electronic responses. Respondents are responsible for ensuring their submittals are complete, uploaded, and submitted electronically via OpenGov by the due date and time. The City is not responsible for any submission delays or failures. Respondents are expected to examine the solicitation, specifications, associated drawings, and all instructions. Each respondent must furnish the information required on each submittal form and any accompanying sheet on which an entry is made. Proposed roadway improvements, including reconstruction of Church Street will be from Garland Avenue to Railroad Tracks. The Festival Street section will be modified with two (2) 11 ft. lanes, a curb-less street typical section, semi-pervious street surface, narrow cartway for loading/unloading, and space reserved for landscaping. As part of this initiative, pedestrian crossings will be included along the north-south area of Gertrude's Walk, where it intersects with Church Street. The 90% Plans (Not for Construction) have been provided for contractor review for Bid, The final construction plans will be provided to the awarded contractor, and/or any other relevant information. The estimate for this project is $3,000,000.00. o The 90% Plans (Not for Construction) has been provided for contractor review for Bid, the final construction plans will be provided to the awarded contractor, and/or any other relevant information. o The Church Street within the project limits is to be reconstructed to a festival streetscape with brick pavers. o Reduce the travel lanes from 12-foot raised curb facility to a 11-foot lanes curb-less. o Reconstruct the corridor to create wider pedestrian pathways, landscaping, as well as add festival overhead lighting. o The street has strategic textured paving that bridges the sidewalks and slows down vehicles. o Removal of existing brick pavers on the roadway and sidewalk areas. o Reconstruct the stormwater drainage to a Trench Drainage system. o Relocate the existing TECO gas line to mitigate conflicts with the proposed improvements. o Relocate the existing OUC water line to mitigate conflicts with the proposed improvements. o Relocate the existing OUC Distribution system to mitigate conflicts with the proposed improvements. o Adjustment of existing utility boxes (as necessary) o Adjustments to the pedestrian signal location at Garland Ave due to crosswalk adjustment because of the hardscape improvements. o Installation of Palm trees and planters along the sidewalk edge to meet City of Orlando Arborist requirements. o Removal of existing Orlando Utilities Commission (OUC) lighting poles within the median islands. o Church Street Corridor within project limits to be re-striped with colored pavers for high visibility o Existing signals to be remain with no proposed adjustments. o TTCP PHASE 1 o The intent of phase 1 is to reconstruct the travel-lanes per scope and install roadway pavers. Roadway from Garland Ave to CSX Railroad line shall be closed for vehicular traffic while pedestrian traffic will be maintained on the sidewalk areas. Work in this phase shall be completed in accordance with FDOT standard plans index 102-600, 102-613. o TTCP PHASE 2 The intent of phase 2 is to maintain roadway closure for vehicle traffic and relocate the pedestrian traffic to the roadway areas while the sidewalk area is reconstructed by installing hardscape pavers, landscape and planters. Work in this phase shall be completed in accordance with FDOT standard plans index 102-600, 102-613.
