Description

This is a service / maintenance or supply contract in Panama City, Florida. Contact the soliciting agency for additional information.

The scope of work involves establishing proposals from qualified contractors for disaster debris removal and disposal services, including emergency debris road clearance (push), debris removal (such as tree and limb removal), and operation of Disaster Debris Management Sites (DDMS). All work must follow OSHA and EPA requirements for safety. Contractors must have experience in the preparation, response, recovery, and mitigation phases of any emergency situation or disaster. Subcontractors may only team with one prime contractor as multiple awards may be made. The selected contractors will work under a five-year contract term, which will replace any current contracts for similar services within the county. Work may be reimbursed by FEMA, and strict adherence to FEMA and Florida Department of Emergency Management (FDEM) regulations is required. Contractors must support, but are not responsible for, the preparation of FEMA and FDEM project documentation, which may be handled by a separate monitoring consultant. Contractors submitting proposals for this work cannot be affiliated with those submitting proposals for disaster debris monitoring or disaster recovery consulting services. Proposers shall submit all questions, in writing, to the Purchasing Department via email Purchasing@baycountyfl.gov. All questions shall be submitted no later than 5:00 pm (central time) on Tuesday, February 17, 2026.
