Site work, paving and renovation of a mixed-use development in Murfreesboro, Tennessee. Completed plans call for the renovation of a residential development; for site work for a residential development; road / highway; for paving for a road / highway; and water / sewer project.

The project consists of water and sewer line replacement, interior rehabilitation, and roof replacement at 2015 Hamilton Drive. Sealed bids are being accepted for these services. Remove blinds and black ceramic tiles which contain lead. The contractor and employes abating the lead paint must be licensed by Tennessee Department of Environment and Conservation. After abatement, the contractor will request a clearance letter from AAT Environmental. The City will only pay for the final clearance letter; inspections that fail must be paid for by contractor. Reference the attached AAT Report for items that contain lead. . This will include replacement of the water and sewer lines from the washer box, shower, toilet, lavatory, and water heater that are on the lowest level. Most of these plumbing lines are below the concrete floor slab or encased in concrete block walls. This project is a Community Development Block Grant (CDBG) project that utilizes federal funds. This project will be contracted using a CDBG Contract for Rehab. Due to this project utilizing federal funds, the applicable clauses located in Attachment A are hereby incorporated into this Invitation to Bid, as well as any contract or work order entered into between the City, the homeowner, and Contractor. A sample agreement is included in the Attachments section of the OpenGov post. Question Deadline 02/26/2026 at 2:00 PM CT The City advises all bidders to closely examine this ITB package and immediately direct any questions regarding the completeness of this ITB package and any addenda thereto to the Citys Contact Person via online. All questions regarding the ITB should be addressed via online or to purchasing@murfreesborotn.gov. If the work is not completed and the property made move-in ready in 45 calendar days, then the successful bidder will be assessed liquidated damages in an amount equal to ONE PERCENT (1%) of the total Contract value per day beginning on the 46th day and running until the work is completed and the property is move-in ready. The City reserves the right to reject any and all bids, to waive any irregularities in a bid, to make awards to more than one bidder, to accept any part or all of a bid, or to accept the bid (or bids) which, in the judgement of the governing body, is in the best interest of the City. The City also reserves the right to make revisions to any quantity shown on the bid form dependent upon bid prices and available funding. Prices bid on each item shall be firm regardless of the actual quantity of item(s) purchased. ** bid open info : All bid responses must be received and acknowledged by the Purchasing Department on or before the day and time listed below, at which time all bids will be publicly opened and read aloud via Zoom. A link will be provided to all those registered as following this bid. Only electronic bids will be accepted. The second level has a kitchen sink that must be re-plumbed to the new water and sewer lines. . The third level is on typical wood floor construction and has a full bath that contains tub/shower, water closet, and lavatory. The plumbing lines for these fixtures turn up vertically from the lowest floor inside a concrete block chase and turn horizontal inside the wood floor system that supports these fixtures. . Replacement plumbing shall include new toilet flanges, sink/lavatory traps, shower traps, stop valves, supply lines, and surface mount washer box. Install new faucets in bathrooms and kitchen. Reuse both water closets, replace toilet flush valves and wax seals. Install new shower valves and shower head/piping. The shower downstairs has exposed water lines within the shower; therefore, the shower valve is surface mounted. The new valve must be designed and manufactured to be surface mounted to concrete block. . Other work shall also include patching concrete floors and concrete block walls where new plumbing lines were installed, installing new laminate flooring in downstairs bathroom, patching sheetrock ceiling in downstairs restroom, and painting all walls and ceilings, doors and trim. . On the second level, the kitchen base cabinets will need to be removed and reinstalled to allow installation of new plumbing lines to kitchen sink. . On the third level the existing tub, ceramic floor and wall tile (black tile has tested positive for lead), vanity shall be removed. Install new fiberglass/acrylic tub/shower multi piece unit. Replace or repair existing wall for new paint, use minimum 1/2 " sheetrock if replacing. Do not overlay. Install new laminate flooring, paint walls, ceilings, doors, and trim. Install new toilet paper dispenser, towel bar, and shower curtain rod. . Replace all vent pipes with new PVC pipe, size to match existing vents. . Install new 4" sewer line and 1" water line from back of house to new taps on Hamilton Drive (See Map A). The city shall pay the water and sewer taps fees to MWRD. . Remove existing roof shingles, gutters, and downspouts and install new shingles, gutters, downspouts, and screen type leaf guards. . Remove existing plumbing lines in basement shower. . Final clean-up.
