The selected consultant will be responsible for on-call support services related to engineering, compliance, and permitting at Kiefer Landfill. DWMR staff will develop individual work requests on an as-needed basis. Successful consultants will have the knowledge, experience, staff, and access to equipment required to develop and complete DWMR work requests. Consultants will have the opportunity to accept or reject each work request after review and discussion with DWMR staff. The agreement is for a 24-month period and may be extended upon mutual consent. Services may include, but are not limited to: performing reviews of current environmental compliance actions and control systems related to landfill gas utilization, wellfield compliance, and Title V permit compliance at Kiefer Landfill; assisting with reviews and updates of operational permits with respect to environmental compliance; assisting with drafting and submittal of routine environmental compliance reports; and providing assistance corresponding with environmental regulatory entities. Proposals must adhere to specified format and content requirements, including a cover letter, proposer profile, service delivery plan consistent with the scope of work, key staff resumes, relevant experience, references, and a pricing rate sheet. Proposals shall not exceed 10 pages. Proposers must submit electronically via OpenGov Procurement, follow all instructions, and may be required to provide additional information or participate in interviews as requested by the County. The County reserves the right to modify or cancel the solicitation, reject proposals, and to use any or all ideas presented in the proposals. Proposers are responsible for all costs associated with proposal preparation and submission. Proposals must comply with all terms and conditions, including confidentiality and conflict of interest provisions. All communications must be through the specified OpenGov Procurement channel.
