The Water Meter and Endpoint Replacement Project consists of replacing approximately 2,950 5/8" x 3/4" Sensus water meters with City-supplied one-inch Badger water meters. The work includes, but is not limited to, the replacement of existing Sensus water meters, returning all replaced Sensus water meters to the City, replacement of Zenner endpoints, returning all replaced Zenner endpoints to the City, customer notification, data collection for the existing and new meters, including meter reads, serial numbers, and other information required by the bid documents. Contractor's License Requirement: Class A - General Engineering Contractor or C36 - Plumbing Contractor. Written questions by potential bidders must be received by the City's representative by Tuesday, February 24, 2026 at 5:00 P.M. Email questions to Robert Lane, City of Folsom, at rlane@folsom.ca.us. City affirmatively identifies this project as a public work as that term is defined by Labor Code Section 1720, and the project is, therefore, subject to prevailing wages under Labor Code Section 1771. Each bid must be accompanied by security consisting only of cash, California Bank Cashier's Check, Certified Check, California Bank Money Order, or bid bond made payable to the "City of Folsom" in the sum of ten percent (10%) of the sum of the proposal. The Contract will be awarded to the lowest responsive responsible bidder. This process is conducted by City in a "blind selection" format, i.e., without knowledge of the identity of any of the bidders before ranking of all bidders from lowest to highest has been determined. All awards will be made in City's best interest. The right to reject any and all bids or waive any informality in any bid received is reserved by the City Council.
