Reference Number 0000412449 The City of Escondido, a California municipal corporation, is soliciting proposals from qualified consultants to provide traffic engineering services for the HSIP Cycle 11 Signalized Intersection Safety Upgrades Project ("Project"). Traffic engineering services shall include, but not be limited to, the preparation of engineering plans, specifications, and related design documents for the Project. This Project is a state-funded project under the Highway Safety Improvement Program Cycle 11 and aims to enhance safety at the following 12 signalized intersections within the City of Escondido: 1. Centre City Parkway and El Norte Parkway, 2. Midway Drive and Valley Parkway, 3. Centre City Parkway and Valley Parkway, 4. Centre City Parkway and Felicita Avenue, 5. Valley Parkway and Quince Street, 6. Mission Avenue and Ash Street, 7. El Norte Parkway and Broadway, 8. Valley Parkway and 9th Avenue, 9. Mission Avenue and Quince Street, 10. Grand Avenue and Juniper Street, 11. Centre City Parkway and Country Club Lane, and 12. Midway Drive and Grand Avenue. The proposed safety enhancements include traffic signal hardware upgrades, including but not limited to new signal heads, signal lenses, backplates with retroreflective borders, pedestrian countdown signal heads, traffic striping improvements, accessible pedestrian signals/push buttons, and new 2070 traffic signal controllers to implement Leading Pedestrian Interval ("LPI") operations. The implementation of LPI at these locations is intended to provide pedestrians with an advance walk interval, allowing them to enter the intersection ahead of turning vehicles and establish a visible presence within the crosswalk. Traffic signal controllers will be upgraded and reprogrammed to accommodate LPI operations, and all signal timing sheets and controller databases will be updated as necessary to account for revised phasing and increased cycle lengths.
