Renovation of a mixed-use development in Poultney, Vermont. Conceptual plans call for the renovation of a municipal facility; and elderly care / assisted living facility.

The selected Bidder shall provide all labor, materials, and equipment to perform the following tasks: For the Poultney Town Office at 9 Main St., tasks include: - Replacement of the existing boiler with a heat pump system, with exterior heat pump equipment located at the rear of the building. - Installation of a programmable thermostat. - Improvement of attic insulation (batt insulation is acceptable). - Replacement of external windows, following the National Park Service (NPS) Secretary of the Interior Standards for the Treatment of Historic Properties. The contractor must identify replacement windows that meet these standards. - Control of air leakage with weatherstripping. - Upgrade necessary fixtures to LEDs. - Replacement of front and side doors to add automatic door buttons and comply with ADA entrance requirements (only 20% of construction costs can be expended on ADA upgrades). For the Poultney Young At Heart Senior Center, tasks include: - Improvement of attic insulation (batt insulation is acceptable). - Control of air leakage with weatherstripping. - Upgrade necessary fixtures to LEDs. - Installation of a programmable thermostat. - Repair of the main door ramp to make it ADA compliant (only 20% of construction costs can be expended on ADA upgrades). Soft costs may be used for permits, architectural/engineering design, project management, and clerking for both buildings, with only 20% of construction costs available for these expenses. The scope of work may be altered as necessary to address budgetary, design, and/or feasibility needs for these projects. Project design should include as many project elements listed above and reflect the MERP project element prioritization hierarchy: 1) Building Envelope; 2) Fuel Switching and HVAC Systems; 3) Lighting and Mechanicals; 4) Ventilation (ERV or HRV and ductwork); 5) Resilience Measures. Proposals must contain line items to provide ADA accessibility to the first floor and the public meeting space in the rear of the Town Office building. Any questions from bidders, other than those asked during the pre-bid meeting, will be submitted in writing. The questions will be submitted to manager@poultneyvt.gov and copied to maggie@rutlandrpc.org. All questions, other than those asked during the pre-bid meeting, must be submitted by February 23, 2026.
