Affordable Housing Services (AHS) is seeking competitive sealed proposals from experienced and qualified public or private nonprofit entities with a proven and documented track record of construction, reconstruction, rehabilitation, and improvements of public facilities throughout Hillsborough County for the duration of the Community Development Block Grant (CDBG) Program Year 2026. The project estimate is $3,000,000.00. Proposers are required to submit documents including but not limited to a 501(c)(3) tax exempt letter, map of project location and boundary, photos/renderings representing the project, site control documentation (for acquisition rehabilitation projects), Phase I environmental assessment, property survey/design and county approval site development or subdivision plans/current appraisal, county approved zoning and/or re-zoning, title report documenting absence of liens (if applicable), project staff organizational chart with resumes of key staff, managing entity documentation (if applicable), authorized official letter, letters of commitment/awards, budget narrative, budgeted uses (if applicable), working capital details, cost estimate reasonableness, audited financial statements and other required documents, financial policies and procedures, and IRS Form 990.
