Site work, paving and new construction of a road / highway in Houston, Texas. Completed plans call civil work for a road / highway.

The Project consists of the design, construction and maintenance of 14.0 miles of new tolled roadway from south of FM 2403 to FM 646 and approximately 5.9 miles of non-tolled operational improvements to the existing SH 35, including 1.4 miles of non-tolled operational improvements to SH 35 around the SH 35/SH 99 interchange in various cities in Brazoria and Galveston counties, as shown in the Schematic Design. The Project components include the design and construction of the improvements, which are briefly summarized below: ? two tolled mainlanes in each direction, with discontinuous frontage roads between FM 646 and FM 2403 and associated ramps, bridges, and intersections; ? two direct connectors at SH 35, twenty-three mainlane/cross street overpasses, and a pair of braided ramps; ? four two-lane mainlane gantries, 19 ramp gantries, and one future ramp gantry (stub out) for which the DB Contractor will perform all civil Work in the Toll Zones; ? mainlane and frontage road overpasses at the BNSF railroad; ? improvements to existing frontage roads and bicycle and pedestrian facilities; and ? the SH 35 Bypass: improvements along SH 35 from Victory Lane to Steele Road, including reconstruction, ramp construction, and overpasses at FM 528 and Wheeler Lane. This Request for Proposals, as may be amended from time to time (“RFP”), is issued by the Texas Department of Transportation (“TxDOT”), an agency of the State of Texas, to seek competitive detailed proposals (individually, a “Proposal” and collectively, “Proposals”) for a Design-Build Contract (“DBC”), comprised of a Design-Build Agreement (“DBA”) and Design-Build Agreement General Conditions (“DBA General Conditions”), and an associated Capital Maintenance Contract (“CMC”), comprised of a Capital Maintenance Agreement (“CMA”) and Capital Maintenance Agreement General Conditions (“CMA General Conditions”). The DBC shall provide that the entity identified in the successful Proposal (“DB Contractor”) shall design, construct, and provide capital maintenance for the SH 99 Grand Parkway Segment B-1 Design-Build Project (the “Project”), as further described below. The DB Contractor’s design and construction rights and obligations will be set forth in the DBC; whereas, the DB Contractor’s capital maintenance rights and obligations will be set forth in the CMC. TxDOT is issuing the RFP to those Proposers shortlisted based on TxDOT’s evaluation of qualification statements (“QS”) delivered to TxDOT on March 13, 2025, in response to the Request for Qualifications for the Project issued on January 3, 2025, as amended (the “RFQ”). Proposers must comply with these Instructions to Proposers (“ITP”) during the procurement and in their responses to the RFP. Proposers shall also take the Project goals identified in Section 1.3 below into consideration in drafting their Proposals. The RFP requires each Proposer to be prepared to act as the DB Contractor for the Project if the Proposer is selected to enter into the DBC and CMC.
