The Town of Ecru requests proposals from qualified firms or individuals to provide Engineering services for work related to a Sewer and/or Wastewater Infrastructure project with potential funding from HUD - Community Development Block Grant, Appalachian Regional Commission, and other state and federal funding agencies. The scope of work includes, but is not limited to: preparing a preliminary cost estimate and preliminary engineering report; and if grant is awarded, preparing plans and specifications, distributing bid documents, assisting in bid opening and preparing bid tabulation, assisting in the execution of construction contracts, holding a preconstruction conference, and performing construction inspection including periodic reports to the Town of Ecru and approving all payment requests. Proposals must be submitted in a sealed envelope marked "Proposal for Engineering Services." Proposals will be evaluated on Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). The following must be addressed in detail: List of qualifications of person to be assigned to project; information regarding the firm's experience and projects previously undertaken; and identification of number and title of staff assigned to provide services. The Town of Ecru reserves the right to reject any or all proposals. Subject to grant award and removal of environmental conditions, the contract will be on a fixed price basis with the qualified individual or firm whose proposal is determined to be most advantageous.
