Sealed bids are requested in duplicate for the construction of the Clinton Avenue Surface Parking Lot, known as Project No. 71-26-SP19. The project involves an approximately 5 acre surface parking lot, including about 20,000 cubic yards of borrow excavation, 600 linear feet of storm pipe, 11 storm drainage inlets, 4000 tons of asphalt, 3000 linear feet of curb and gutter, 500 square yards of concrete sidewalk, parking lighting, landscaping, and irrigation. Bidders must possess a State of Alabama Classification of (HS) Highways & Streets or (MU) Municipal & Utility. The bid shall be accompanied by a signed, dated, and sealed bid bond in an amount not less than 5% of the total shown on the schedule of prices, but not exceeding $10,000.00. Bids must include both hard copies and an Excel file (on a working thumb/flash drive) with pricing per Attachment "A". All bids must be sealed. The contract documents include Addenda, Special Provisions, Plans, Supplement to General Requirements for Construction of Public Improvements City of Huntsville Specifications, Standard Specifications for Construction of Public Improvements Contract Projects, and all supplementary documents. The order of precedence for contract documents is specified. Contractors are responsible for checking the specified website for revisions or updates and for duplicating their own plans. The City reserves the right to reject any bid where the bidder is not found qualified in terms of responsibility, skill, experience, integrity, financial resources, or capacity for performance. The City Council reserves the right to reject any and all bids and waive informalities. Bidders must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act (Alabama Immigration Act), participate in the E-Verify program, and submit the necessary documentation. Bidders must also certify compliance with Alabama Act 2016-312 regarding business with jurisdictions with which the state can enjoy open trade.
