The work involves furnishing VMEU- Traffic Control Services for the City of Vineland under COV BID # 2026-07. Bidders must submit their bids in duplicate, enclosed in an opaque sealed envelope addressed to the Division of Purchasing, City of Vineland. Paper documents are required, as electronic copies will not be accepted. The bid package should start with the Check List, and specifications should not be included with the bid package. Original signatures in blue ink are mandatory on one document, with the duplicate permitted as a photocopy. Documents must not be stapled or double-sided. Bidders must comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17-27 et seq. The services will be provided on an as needed basis determined by the Vineland Municipal Electric Utility. The contract will provide unit pricing for services and award of a contract is no guarantee that services will be required. State law requires us to include a minimum and a maximum quantity for each item to be bid. Bids will be evaluated on the evaluation quantity which is an estimation for an average annual period, these numbers will be used for bid evaluation purpose. Traffic control services that will include flagger services for in road utility construction, setting up a safe construction work zones in a traffic control areas and providing traffic control plans and filling stage highway permits as required for performing work along state highways.
