The work includes installation of 4 and 2 inch diameter PE gas mains and services for the area of Robinson Bridge Road, LA. HWY. 470, and Chickamaw Road, including natural gas service transfers and odorization system replacement. The project is funded by a federal grant from the U.S. Department of Transportation Pipeline and Hazardous Material Safety Administration (PHMSA) under the Natural Gas Distribution Infrastructure Safety and Modernization Grant Program. All iron, steel, manufactured products, and construction materials used must be produced in the United States as outlined in 2CFR Part 184 and related federal guidance. Compliance with Build America, Buy America (BABA) requirements is mandatory, with contractors required to provide documentation demonstrating compliance. The project must follow the Federal Labor Standards Act regarding basic hourly rates and bona fide fringe benefits under the Davis-Bacon Act. Contractors must have an ongoing Drug and Alcohol Mis-use Program per PHMSA regulations, use qualified and certified workmen for welding or heat fusion operations to meet specified requirements, and maintain an Operator Qualification Program for employees performing covered tasks on natural gas pipeline systems. Qualifications may be provided by third-party testing agencies if they meet or exceed the Owner's established standards. The Owner reserves the right to reject any or all bids for just cause. Each bidder must provide bid security of at least five percent of the total bid price. The successful bidder must furnish Performance and Payment Bonds equal to 100% of the contract amount, have an active Unique Entity ID (UEI), and be registered with the Federal System of Award (SAM) Registration Program prior to award.
