Replace AHU21 NFS Project This Pre-Solicitation Notice is NOT a request for submittals of any kind. This construction project will be set-aside for Service-Disabled-Veteran-Owned-Small-Businesses (SDVOSBs). Contractor must provide all tools, materials, components, labor, and supervision for the Replacement of existing Air Handler AC-21, the Fan Coil System, Fin Tube Radiation System, and exhaust fans E-2 and RV-16 at Jesse Brown VA Medical Center. The extent of the required demolition work is shown on drawings MD-1, MD-2, and MD-3. The contractor must employ an Illinois Department of Public Health (DPH)-licensed asbestos inspector to survey (NESHAP Inspection) the work areas for the presence of asbestos-containing materials before any demolition work. If the IDPH Asbestos Inspector documents the presence of ACM, this project will meet the definition of an abatement project. The project's emphasis will be to ensure that the space served meets the VA HVAC Design Manual for the existing space and type. This includes dry-bulb temperature, wet-bulb temperature (humidity), pressure differential, filtration, and new open-protocol BACnet controls. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The offeror is responsible to monitor and obtain any amendments from online which may be issued for this solicitation. There will be a pre-bid site visit held for this project and all prospective offerors are encouraged to attend. Details of the pre-bid site visit will be included in the solicitation package. The project magnitude range is between $2 million and $5 million. The North American Industry Classification System (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); size standard $39.5 million applies. In accordance with VAAR 819.7003 (b), at the time of submission of offers, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at online.
