The project involves waterline extensions consisting of approximately 11,875 feet of 4" PVC (DR 17), 3,800 feet of 2" PVC (DR 17), and associated appurtenances in the Lone Mountain Road, Cupp Ridge Road, Cedar Lane, and Clayton Lynch Lane areas of Claiborne County, Tennessee. The work is supported by Treasury, Coronavirus State and Local Recovery Fund, and American Rescue Plan Act grant funding, with certain federal requirements and restrictions attached. Bidders are required to purchase the contract documents from the Engineer (JMT) and payment must be made by check in the name of the Bidder. Documents purchased by one party and bid by another party will not be accepted. The official plan holders list will be maintained by Claiborne County’s designated representative, JMT. All plan holders are responsible for checking for addenda that may have been issued. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each bid. The successful bidder will be required to furnish a performance and payment bond in the amount of their bid and must be licensed as a contractor by the Claiborne County Government before commencing work. A detailed listing of all subcontractors and documentation of qualifications must be provided and submitted. Subcontractors must not appear on the SAM.gov disbarment list. Markups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The owner reserves the right to waive any informalities or to reject any or all bids. No bidder may withdraw their bid within 690 days after the date of the bid opening. The Copeland “Anti-Kickback” Act applies to this project, and contractors must not be on the SAM.gov disbarment list. The project does not require compliance with Federal (Davis-Bacon) wage and hour provisions.
