The City of Phoenix is requesting qualifications for the Phoenix Deer Valley Airport Terminal Modernization CMAR. Qualifications must be submitted via the City's Procurement Portal. This is a design and construction procurement for the modernization of the airport terminal. No additional scope of work details or bidder instructions are provided in the available text. The City of Phoenix Aviation Department seeks to modernize the Phoenix Deer Valley Airport (DVT) Terminal Facility. This project consists of both interior and exterior components. At a minimum the project work may include but not limited to: o Upgraded finishes, materials, and lighting throughout the terminal o Removal of existing south side arched colonnade entry at terminal and restaurant with new elevated terminal entry porte-cochere and restaurant entry canopy o Relocation of 2 nd floor airport administration into existing and reconfigured space on the first floor o Terminal lobby improvements to gain views of the north airfield o Terminal lobby reconfiguration for more efficient layout and utilization of space o New exterior surface/facade for a modern aesthetic appearance and finish o Improvements to the north area for patio and access to adjacent, connected concession space o Removal of existing north lobby canopy and observation deck canopy with new unified elevated cantilevered shade canopy o New operable glass doors connecting outdoor dining to restaurant interior dining space o Expansion of 2 nd level restroom o Existing mechanical AHU and VAV systems to remain with additional package AC units as needed o Reconfiguration of existing storage and conference room to create a flexible conference room space with operable demising partition. o Additional details and descriptions are contained in the provided "DVT Terminal Modernization Programming/Concept Design Study which will be the starting point for the continued development of the full design Scope of Work The Construction Manager at Risk will begin with the firm in an agency support role for preconstruction services. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods, and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. The CMAR may also compete to self-perform limited amounts of work. The GMP must be submitted in MAG or CSI format or it will not be accepted. A. Preconstruction phase services by the CMAR may include the following: o collaborate with the Owner and Design Team during the design phase of the project o attend all project and team meetings as necessary to maintain project objectives o support project team efforts for timely submit/retrieval of permits/approvals from various agencies o prepare and distribute all daily, weekly, and monthly reports to executives and stakeholders o perform all preconstruction services for design phase which may consist of multiple package(s) o provide preconstruction services to deliver complete project including integrated technology specialties o coordinate work with the Owner and Design Team to secure all permits and approvals from federal, state, county, and local utility authorities o collaborate with the Owner and Design Team to validate and synchronize the scope, budget, and schedule o investigate and evaluate existing conditions and project constraints o collaborate with the Owner and Design Team to prepare necessary exhibits for presentations to stakeholders including regulatory agencies o assist Design Team with efforts to identify private and public utility easements o participate with the City in a process to set a goal for local and SBE participation and implement the local and SBE process o advise City on choosing green building materials and meeting Aviation Department's sustainability standards and requirements. B. Construction phase services by the CMAR may include: o construct the terminal modernization o prepare a Guaranteed Maximum Price (GMP) proposal that meets the approval of the City o coordinate with various City of Phoenix departments, other agencies, utility companies, etc. o arrange for procurement of materials and equipment o schedule and manage site operations o bid, award, and manage all construction related contracts while meeting City bid requirements including the local and SBE participation goal o provide quality controls o evaluate operational impacts and work with stakeholders to minimize or eliminate disruptions o conduct CMAR construction progress meetings and other project meetings to prosecute the work o develop clear and concise Request For Information (RFI) with corresponding construction documents as backup which clearly defines the nature of the request(s) o develop construction submittal schedule in coordination with Design Team and Stakeholders consolidate input and prepare master submittal log for this project o obtain required As-Build documentation to establish existing conditions and conduct field surveys, as needed o ensure compliance with Deer Valley Terminal security requirements o bond and insure the construction o address all federal, state and local permitting requirements o participate in the 11 1/2 month warranty inspection o prepare closeout submittal log with metrics, as directed by the City, to provide comprehensive list of closeout documentation for City record archive o maintain a safe work site for all project participants
