Site work for a civil project in Blue River, Wisconsin. Completed plans call for site work for a water / sewer project; and road / highway.
The work consists of sanitary sewer, water main, and storm sewer system replacement and street reconstruction on Jay Street, Main Street, and Lake Street. Bids will be received for a single prime contract on a lump sum and unit price basis, with additive alternate bid items as indicated in the bid form. Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate determination established by the Federal Department of Labor. Federal Labor Standards program laws, including the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act will apply. Conformance with the American Iron & Steel (A.I.S.) and associated requirements from Wisconsin Department of Natural Resources Safe Drinking Water Loan Program and Clean Water Fund Program are required. The Village encourages participation from Minority-owned Business Enterprises, Women’s Business Enterprises, Disadvantaged Business Enterprises, and Small Businesses in Rural Areas. Good faith efforts must be made to achieve a combined minimum goal of participation for MBE/WBE utilization as described in state administrative code. Instructions to bidders: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent of the amount bid, payable to the owner. If the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned as soon as the contract is signed. If not finalized within 15 days, the check or bond is forfeited. Online bidders must deliver the original certified check, money order, or bid bond within 72 hours of bid opening. Bids may not be withdrawn within 90 days after the bid opening. The owner reserves the right to increase or decrease the quantity of any item or portion of the work, omit portions of the work, waive any informalities, reject any or all bids or any part of a bid, and to award the contract to the bidder deemed to best serve the owner's interest. No pre-bid conference will be conducted and no prequalification is required.
