Site work for a water / sewer project in Milwaukee, Wisconsin. Completed plans call for site work for a water / sewer project.

PROJECT 1 is for 200 lead service line replacements by qualified City of Milwaukee licensed and bonded contractors. Qualified bidders must have the necessary equipment and experience to replace lead service lines using trenchless methods, including but not limited to pulling, hole hogging, boring, and directional drilling. Service line replacements will occur at scattered locations throughout the City of Milwaukee. Each location will require either full replacement of the water service line from the municipal water main up to the interior water meter setting, or partial replacement of the remaining lead portion if a segment was previously replaced. If the existing water meter setting is not code compliant, a new meter setting is included in the work. Work may include, but is not limited to, obtaining all necessary permits, conducting a site visit, scheduling installation with the property owner, procuring and distributing water filter pitchers, traffic and erosion control, saw-cutting, excavation, installing a new copper service line using trenchless technology, tapping the water main, abandoning the lead service line, installing an updated water meter setting, reconnecting the interior building piping, ensuring code-compliant restoration of the electrical ground wire, backfilling, restoration of pavement, curb, gutter, and walk, and final site cleanup. Restoration requirements are at the discretion of Milwaukee Water Works. All work must comply with City of Milwaukee regulations and specifications for water service and lead service line replacement. Contractors must begin work on March 30, 2026, and complete a minimum of two lead service line replacements per working day, achieving substantial completion by September 11, 2026, and final completion, including site restoration, by September 18, 2026. Standard hours are defined in the contract documents, and prior approval is required for work beyond standard hours. The original bid security document (bond or check) must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder. Liquidated Damages, per diem: $825.00 Bid Security Required: Bond, Certified Check, Cashier's Check or Cash to accompany bid: 10% of the Contractor's Base Bid. The SBE Requirement for this Project is: 25% of the contract base bid. Time for Completion: Lead service line replacement construction shall begin on March 30, 2026, unless otherwise approved by Milwaukee Water Works. The contractor must complete a minimum of two (2) lead service line replacements each working day. Substantial completion of all LSL replacements must be completed by September 11, 2026. All work, including site restoration, must be completed by September 18, 2026. Time for Completion: Lead service line replacement construction shall begin on April 13, 2026, unless otherwise approved by Milwaukee Water Works. The contractor must complete a minimum of two (2) lead service line replacements each working day. Substantial completion of all LSL replacements must be completed by September 25, 2026. All work,including site restoration, must be completed by October 2, 2026. Question Deadline 02/20/2026 - All questions about the meaning or intent of the contract document shall be submitted to the Commissioner in writing. Replies shall be issued by Addenda, mail, or delivery to all parties recorded by the Commissioner as having received the bidding documents. Questions received less than five days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda shall be binding. Oral and other interpretations or clarifications shall be without legal effect. Preconstruction Site Visits The contractor mustschedule a preconstruction site visit a minimum of 24-hour in advance of work at a property, unless otherwise authorized by MWW. The contractorshall be responsible for providing any necessary translation required forsuccessful communication with the property owner. If the contractor coordinates with the property owner more than 72-hoursin advance of the work, the contractorshall make a courtesy call to the property owner a minimum of 24-hoursin advance to remind them of the appointment. The contractor will explain the extents and impacts of the work to the property owner. The intent of the preconstruction site visit isfor the contractor to identify any potential barriersto successfully completing the work and for the property owner to gain a clear understanding ofthe scope of work that will occur at the property.
