Site work for a water / sewer project in Milwaukee, Wisconsin. Completed plans call for site work for a water / sewer project.
Sealed bids are requested for water main relays at multiple specified locations. The contractor is responsible for furnishing and installing approximately 9,302 linear feet of ductile iron pipe in sizes 16", 12", 8", 6", and 3". The City will provide miscellaneous materials as shown on the plans and proposal form. No work may occur between December 16, 2025, and March 16, 2026, unless approved by the MWW Construction Engineer. All work, including pavement restoration, must be completed by July 17, 2026, and the contractor must employ multiple crews as necessary to meet this deadline. Liquidated damages are set at $1,000 per day for delays. Instructions to bidders include: - 40% of all project work hours must be performed by residents, with one quarter of those hours attributable to residents from specified Milwaukee zip codes. - The SBE requirement is 25% of the contract base bid, with a completed SBE Compliance Plan (Form A) and required certificates submitted at the time of bid. - Apprenticeship requirements include one Construction Craft Laborer apprentice. For contracts $500,000 or higher, 25% of apprentice hours must be with Residents Preference Program-certified apprentices and 40% of apprentice hours from the specified zip codes. - SBE, residency, and apprenticeship forms must be submitted properly, or the bid will be rejected. - Bid security of 10% of the contractor's base bid is required as Bond, Certified Check, Cashier’s Check, or Cash. Copies of the bid bond must be emailed by the specified time for bid responsiveness, with originals delivered in person or by mail within 24 hours upon notification as the apparent low bidder. - Bids may be submitted electronically via Bid Express or by email, with electronic documents available from the listed web sources. - Contractors awarded contracts of $25,000 or more must train on and use the City’s B2GNow contract compliance software and provide timely subcontractor payment information. The Prime Contractor must participate in training on the City’s Labor Compliance Reporting (LCR) Software and regularly provide payroll information via the LCR app. - Compliance with all provisions of the City of Milwaukee General Official Notice to Contractors is required.
