Site work for a water / sewer project in Macomb, Illinois. Completed plans call for site work for a water / sewer project.
Separate sealed bids are requested for the construction of the Macomb Water Treatment Plant Remote Well Installation. Bids will be received at the specified location and time. Any contract awarded is expected to be partially funded by a loan from the Illinois Environmental Protection Agency. Procurement is subject to regulations including the Procedures for Issuing Loans from the Water Pollution Control Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act, and the federal Build America, Buy America Act requirements. The procurement is also subject to the recipient's policy regarding the increased use of disadvantaged business enterprises, which requires all bidders to undertake specified affirmative efforts at least sixteen days prior to bid opening. Bidders are also required to comply with the President's Executive Order No. 11246 as outlined in 41 CFR 60-4. Proposals must be on forms furnished by the Engineer and accompanied by a cashier's check, certified check, or bid bond for not less than 10 percent of the gross amount of the bid. The award will be made to the lowest, responsive, responsible bid for the work. The right is reserved to waive irregularities, reject any or all bids, and determine the lowest, responsive, responsible bid for the improvements.
