Amendment 0004: The purpose of this Amendment is to extend the Proposal Due date until 18 June 2026 at 1200 PM EST. Removal and replacement of 136 individual concrete pavement panels located at the intersection of the primary and secondary runways at Joint Base Charleston-Air Base. Existing panels measuring 25 ft by 25 ft by 24 in deep will be removed and replaced with new panels measuring 25 ft by 25 ft by 26 in deep. Work shall occur nightly during a 6-8-hour window between approximately 2300 and 0700, Thursday through Monday, and must allow the runway intersection to reopen for aircraft operations each morning. Nightly activities include saw cutting, removal and installation of temporary panels, and placement of permanent fast-setting concrete panels capable of achieving aircraft-rated strength within a 3-4-hour cure period. The project requires specialized sawing and removal equipment for 24-inch-thick pavement and sufficient volumetric mixers to place a minimum of 50 cubic yards of fast-setting concrete per shift. Ancillary work includes milling and overlay of asphalt shoulders, installation of new runway centerline and edge lighting within the work limits, installation of runway markings, pavement grinding for smoothness, and pavement grooving.
